In 2005, the U.S. National Transportation Safety Board (NTSB) released Safety Study NTSB/SS-05-01 Risk factors associated with weather- related general aviation accidents. This study included a number of recommendations, including A-05-027: Develop a means to identify pilots whose overall performance history indicates that they are at future risk of accident involvement, and develop a program to reduce risk for those pilots. This recommendation was largely addressed by the FAA. However, two questions remained concerning what effects general aviation (GA) pilots type of education and certification testing might have on their subsequent flight safety record. We attempt to address these questions in the current study.
