A computer simulation model has been developed at the Transport Studies Unit at Oxford to study the effects of parking policies on traffic flows and speeds in London suburban town centers. The paper first describes the most important inputs to the model, and their means of specification for a given town center. These include the trip demand profile over the course of a representative day, in terms of travel activities, time-of-day and duration of stay, and the times and costs to reach the center by car and bus. Other input data include the supply and cost of off-street, on-street legal and on-street illegal parking; and the flow characteristics of the road network in the center for car and bus travel. The model is designed to be flexible as to the number and definition of travel activities, demo-graphic groups, network segments and parking types.
