The report presents a critical evaluation of existing analysis and design techniques for buried pipelines crossing railroad rights-of-way and identifies factors that require more thorough investigation. The primary result is a more refined and comprehensive methodology for the design of buried pipeline crossings of cased and uncased carrier pipe. Modifications to current design practice are proposed with the major features being: 1) refined definitions of loads, deformations and stresses affecting the buried pipe, 2) the use of a multi-axial yield criterion to define the yield condition of the pipe, and 3) the inclusion of fracture and fatigue control criteria. Flowcharts of the proposed methodology and necessary design curves are included.
