This report is based on data from household interviews carried out in 1966 and 1976 that has been reanalyzed to assess the effect of restraints on car-use between the two dates. The report was intended primarily for use by local authorities. Among the findings were that: there was a reduction in travel over the 10-year period, partly attributable to a decline in work trips; a redistribution of destinations from central to outer city areas did not appear to result from the restraint measures taken; a shift away from public to private free car parking occurred; and bus use declined despite the improved services. The restraints included parking controls and charges, vehicular access restrictions, bus-priority schemes and park-and-ride services. The report concluded that such measures were only minor deterrents to the use of cars.
