This is the main report of a project to develop resource and cost allocation models for all public transport services operated by the State Transport Authority of South Australia (STA), i.e. suburban trains, trams and buses. It reports the major part of the work undertaken in fulfillment of the DOT brief, contains a description of the cost allocation principles and processes, including a description of the STA accounts structure, and the derivation of unit costs. It also covers the further requirements of the STA brief, although some aspects were also necessary to meet the DOT requirements, and describes the operations analysis, including the preparation of data bases of bus, tram and train services and the analysis of crew shifts. The outputs from the project and the ways they may be applied to analyze the costs of existing services and to cost service changes are summarized. Recommendations for maintaining and updating the procedures and programs and for possible future enhancements of the models are given. Further details on various aspects are given in the Appendices.
