The European Directive on Conventional Rail Interoperability is aimed at setting the regulatory framework necessary to enhance attractiveness, competitiveness and efficiency of rail operations and to reduce operating, system and product costs. It aims to harmonise the specifications of rolling stock, signaling, command and control and telecommunication systems, noise emissions, operating rules, maintenance and repair and the assessment of conformity. In the longer term some elements of the electrical system and infrastructure will also be harmonised as far as this is commercially relevant. This paper discusses the issues involved with interoperability including seamless links across countries, fleet optimisation, safety, economies of scale, and R&D projects. (15 pages)
