Traffic management policies in UK towns and cities now tend to be aimed at a wide range of objectives. Increasing capacity is no longer the primary aim. Typically, policies now emphasise allocating priorities between different types of vehicle or user, improving the comfort and convenience of pedestrians and cyclists, reducing the impact of traffic on air quality, giving priority to particular routes, and limiting traffic in sensitive areas. Local authorities now need urban traffic control systems that can contribute to these policies. These systems were traditionally developed to coordinate signal timings to reduce vehicle delays and smooth traffic flow. This was appropriate when the main policy emphasis was on reducing vehicle operating costs and delays, but is not so relevant to the types of policies now being applied. The enormous developments in computing and information technology in recent years are now opening up the prospect of traffic control systems which can deliver against the wider and more complex objectives now required by local authorities.
