As part of Bristol City Council's continuing interest in researching road pricing, the ELGAR (Environmental Led Guidance and Restraint) demonstration project (January 1996 to June 1998) funded by the European Commission (Directorate-General VII and XIII) and the Department of the Environment, Transport and the Regions was undertaken. Its aim was to test a variety of transport strategies to discourage motorists from driving into central Bristol, particularly related to incidences of high air pollution, thereby improving the environment in the city. It was based on the A4 Bath Road and utilised the Brislington Park and Ride scheme. The project is described in the paper. (4 pages)
