The paper outlines a wind turbine coupled to a permanent magnets synchronous generator (PMSG). The PMSG is not located in the horizontal axis of the turbine, but in the blades' tip instead. The basic magnetic topology is constituted by sixty magnets mounted on the surface of the rotor and a conventional stator winding. This wind generator is coupled to a shroud that can increase power output and is a safety factor to protect installations, equipment and people. So the system is compounded by a horizontal axis wind turbine, a PMSG and a shroud. These three main parts were designed to be operated in urban areas. Therefore, the priority is efficiency and safety.
