Freight transport modelling is always a challenge since its complexity and the often scarce data availability, and the varying rate of detail in available databases. After a long EU wide research and development period the TRANS-TOOLS model system was developed on European continental scale with extensions to the eastern Mediterranean countries, however it raised a number of concerns during the former applications. The National Transport Infrastructure-Development Strategy required the development of a national transportation model for Hungary that could handle both traffic volume and modal shift effects of policies. The paper presents the background and the model built including its validation. The model applies the Aggregate-Disaggregate-Aggregate approach to improve the transposition from EU scale to national scale. Through selected set of applications covering both infrastructure and financial measures the sensitivity of the model is presented.
