A preliminary apportionment plan governing the allocation of Global Broadcast Service (GBS) spot beams among users was proposed in May 1997. A tool known as the GBS Resource Scheduler (GRS) has been developed to analyze the behavior of a single agile spot beam downlink. The downlink serves multiple destinations that are too far apart from one another to be covered by a single footprint. These results can be used to determine a beam schedule for a given scenario. The use of a fixed beam schedule is discussed and contrasted with a dynamic approach. A need function, used to determine where the spot beam should move, is described in detail along with each of the input parameters which comprise the function. The influence of each parameter on spot beam behavior is demonstrated quantitatively along with the interplay of between different inputs to the priority function and their overall effect on the beam schedule itself. An outline for generating improved beam schedules is then described.
