This note comments on the abovementioned paper recently published in IEEE Transactions on Intelligent Transportation Systems. Some important assumptions that were missing in the paper have been found indispensable for the major mathematical conclusions claimed in the paper. This note identifies those assumptions and shows how they were involved in the derivation of the mathematical conclusions.
