Fatal accidents continue occurring even though speed tracking system has been made mandatory in Malaysia. Most fleet management system receives time and location data from GPS module installed in every express bus through internet connection. These data are then manipulated to derive information for fleet management system including the real-time speed of the travelling bus. However the assigned personnel in the company and land transport authority do not have immediate interest and failed to influence the bus travelling speed. Hence, the real-time speed is only good for record keeping for later usage rather than for monitoring to reduce speed violation and ultimately prevent accident. Passengers are identified to have immediate interest and could influence the bus driver's speeding behaviour (Fleiter, Watson, Lennon & Lewis, 2006, Hagland and Aberg, 2000, Forward, 2009, Warner and Aberg, 2008). They should be given the right to monitor the current speed because their safety is at stake. GPS device such as smartphone or tablet is suggested to replace the GPS module because it has the features to manipulate the real-time location data to derive and disclose the current speed to the passengers for real-time speed monitoring. The real-time speed monitoring by express bus passengers using GPS device is effective to reduce speed violation by almost 93%. All information related to fleet management derived by the GPS device is ready for viewing in pdf or text format without the need for fleet management software. The file can immediately be sent to the bus company and authority via broadband internet connection. This information can be safely kept by the company and authority for future usage.
