In order to reduce travel time, fuel consumption, carbon dioxide emissions to protect the environment and improve travel efficiency. This paper proposes an Intelligent Vehicle Infrastructure Cooperative System (IVICS) textbf{based on Zigbee. The system contains two units: Road Side Unit (RSU) and On Board Unit (OBU). RSU and OBU exchange information with Zigbee protocol. RSU giving dynamic speed advice to OBU by vehicle speed algorithm so that the probability of having a green phase is maximized when approaching signalized intersections and the vehicle never exceeds the speed limit and it will pass though the intersections without coming to a stop and driver maybe get to destination without idling. Using a stochastic simulation technique, IVICS based on Zigbee has been tested on Veins platform, the result showing the energy/emission savings for vehicles with IVICS are found to be 26-27%.
