Transportation is among the activities significantly influenced by unexpected changes due to COVID-19 pandemic. This study assesses the pandemic impacts on the operations of a fleet owned by Michigan State University (MSU) as the case study to see whether the pandemic significantly changes the fleet operations or not. Considering the environmental issues and alternative fuel vehicles (AFVs), a mathematical optimization model is developed to find the optimized strategy that minimizes the total fleet cost. The results indicated a 15 percent drop in total fleet management cost (including emissions) if the operation is adjusted according to the pandemic.
