The National Aeronautics and Space Administration (NASA) is exploring a new digitally-enabled cooperative operating mode that could complement the existing operating modes of visual and instrument flight. This new operating mode, rather than relying upon visual mechanisms, relies upon digital means (i.e., a combination of information services, connectivity, sensors, and automation) for inflight conflict management (i.e., maintain separation from traffic and other hazards). Like with visual flight, operators will follow established procedures (i.e., “cooperative practices”) which ensure they safely and harmoniously share airspace resources, though digital rather than visual means. This paper will explore allocations of accountability for such a digitally-enabled cooperative operating mode and, given its multi-entity distributed nature, will consider the novel concept of an accountability chain. The paper will contrast accountability in current operations with an accountability chain associated with digitally-enabled operations. As conflict management processes are adapted to the new operating mode, the responsibility for performing each functional link in the process chain may also be altered. For the new operating mode to be a viable concept, the associated accountability for each link in the chain will need to be clearly definable. Using an accountability chain methodology is a possible means for illuminating accountability in a complex operating mode with distributed roles.
