The National Police Agency (NPA) has been preparing the universal traffic management system throughout Japan. The fast emergency preemption systems (FAST) have been developed to resolve problems in cases of accidents and emergency cases. FAST is regarded to be one of nine development fields for Japan's ITS total design. FAST supports emergency vehicle services by utilizing the two-way communicating function of infrared beacons that are a key infrastructure of the traffic control system. The system also supports safe and efficient operations of emergency vehicles by ways of signal priority control of emergency vehicles over other vehicles, indicating messages to inform general vehicles of the emergency vehicle is approaching, and route guidance for emergency vehicles.
