In 1997 the City of Hamamatsu was designated for participation in the Omnibus Town Project, and the Shizuoka prefecture police authorities have studied the implementation of a system to function in coordination with this project. It was decided to implement a Public Transportation Priority System (hereafter "PTPS") in which the flow of ordinary vehicles into the area adjoining Hamamatsu station would be limited, in order to aid the smooth flow of vehicles for public transportation such as buses and taxis. Preparations were begun aiming at start-up in April 1999. A brief description of processes involved in system preparation and the system configuration is presented.
