We define “operational reliability” of a radar system as a measure of its ability to perform reliably in various operational scenarios, as opposed to end-of-life reliability. We apply and analyze this concept to detection of a target in various types of clutter, using formulations based on probabilities of detection and false alarm. Such a formulation allows the optimization of radar performance under varying target and clutter scenarios.
