The Missile Defense Agency (MDA) Advanced Systems Directorate (MDA/DV) is developing the MicroSatellite Target System (MTS) to research and develop the technologies necessary to build relatively inexpensive microsatellites for calibration of terrestrial radar. MTS-1 is designed to simulate reentry vehicle (RV) dynamics using the spacecraft (SC) Attitude Control System (ACS). The Air Force Research Laboratory (AFRL) Space Vehicles Directorate is the executing agent for MTS under MDA sponsorship. A major goal of the MTS Program is to produce a low-cost spacecraft on a responsive timeline. MTS-1 will strive to meet this goal by keeping nonrecurring engineering (NRE) to a minimum such that the component cost is more than 50% of the total spacecraft cost. For the first spacecraft, greater than 80% of the funding is coming from Small Business Innovative Research (SBIR) and Small Business Technology Transfer (STTR) sources. The first contracts were awarded mid-fiscal year 2005. The MTS-1 spacecraft is currently in fabrication. Although a launch manifest has not yet been secured, the satellite is planned to be launch-ready by late 2008. At least one year of on-orbit operations is planned. MTS-1 is the first of a series of spacecraft for the MTS Program. Subsequent flights are planned to be increasingly sophisticated for greater payoff.
