This paper describes an approach for estimating benefits of new air traffic control capabilities that are intended to reduce the amount of time required for air traffic controllers to complete certain tasks, thereby increasing transit capacity. Our approach is to examine how task time savings accumulate over time and lead to transit capacity increases that in turn mitigate congestion and delay. We define transit capacity as the maximum number of aircraft that a controller can safely and efficiently manage given the separation standards, airspace, and procedures within which controllers operate. Our approach combines several modeling, analysis, and statistical techniques to estimate benefits across the National Airspace System (NAS) enabled by new automation capabilities. The components of the approach include estimating task times and task frequencies, calculating workload, and transforming workload reductions to capacity gains that can be input into NAS-wide models.
