The Global ATM Security Management (GAMMA) project is designed to develop solutions to emerging security vulnerabilities of air navigation and provide validated proposals for the implementation of these solutions. Throughout the recent years, the security of the air navigation system has become a major concern. The high level of interconnectivity and stronger reliance on interlinked systems requires the design of an network- and information-centric approach to security. The goal of the research is to develop a collaborative security situation management capability. This paper presents the initial concept development and modelling work performed as part of the risk assessment work package during the first six month of the GAMMA project. The proposed GAMMA security function is conceptualized as a situation management problem. The focus of the GAMMA project revolves around the development of an end-to-end solution. Based on a comprehensive security risk assessment an information-centric model is developed for security situation management. The results obtained demonstrate the general feasibility of the approach. The situation management centered design allows for an iterative development and deployment of the researched security solutions. The modelling approach is transparent to system engineering and security risk assessment activities. This may form the basis for an early deployment. The GAMMA approach can be used for pan-regional dynamic security management in air navigation and collaboration across wider aviation security incident management actors.
