With the increasing frequency of water traffic, the occurrence frequency of water traffic crisis is also increasing, and the emergency rescue work has been paid more and more attention. In this paper, based on the dynamic rescue process and static influencing factors of water traffic emergency rescue, the system dynamics (SD) method is used to construct the water traffic emergency rescue system model. Through literature review and field research, the dynamic rescue process mainly includes risk situation confirmation, emergency response, rescue operations and emergency aftermath; Static influencing factors mainly include emergency response system, emergency legal system, plan construction, favorable environment, personnel quality, and emergency resources. The size of model parameters is determined by practical cases and the model is verified by Vensim software. Simulation results show that: The emergency rescue system model based on the system dynamics can reveal the water traffic emergency rescue process and show the changing trend of the rescue level over time.
