Many problems of the inland distribution network of Xiamen Port have occured in recent years. To solve the problems of collecting and distributing network of Xiamen Port that the proportion of road transportation and railway transportation is not coordinated and too many carbon emissions is put into the air, this study finds the relevant data from the official website of Xiamen Statistics Bureau and relevant researches and build a linear programming model aiming at minimizing the total cost of the collecting and distributing network of Xiamen Port based on considering carbon emissions and time window. In this study, The decision variable of the linear programming model is the freight volume of each transportation route. To solve the model, genetic algorithm is used in this study, and the result of the model will be worked out with the genetic algorithm toolbox of the MATLAB software. Finally, the sensitivity analysis is carried out by increasing the rail capacity according to the result of the model and the reality of Xiamen Port. Through the analysis of the results, after considering about the cost of carbon emissions and increasing the rail capacity, the proportion of railway transportation will be improved.
