Deals with analysis of the dynamic behavior and collective rule organization in a motor vehicle traffic model on a non-signal street. In the non-global information and operating model, we analyze how individual agents affect the "rule" which exists as a common knowledge in the city, and investigate a process of rule organization. Experimental results imply that the rule organization proceeds to approach the optimized point to decrease traffic cost. The learning made traffic change its mode and allow mutual passing under heavy traffic conditions. Also a simple relation formula between car density and car selfish parameter is found from local communication.
