An inbound bulk tanker scheduling problem of a railway transshipment system with special locomotive dispatching mode in hydropower development projects in China is studied. The problem is formulated as a mixed integer programming model concerning train marshalling and train scheduling under the conflicts of the locomotive usage among the inbound operations. A three-stage algorithm (TSA) and a differential evolution algorithm (DEA) are developed, both with three critical components: tanker regrouping, tanker sorting and train scheduling. An encoding scheme with batch partitioning chromosome and batch combining chromosome is designed for the DEA. With real-life cases, numerical experiments show that TSA runs faster but DEA provides higher quality solutions.
