A stationary transmitter can be located using two moving receivers using time and frequency difference of arrival (TDOA/FDOA). However, transmitter motion will cause a bias on the FDOA, resulting in inaccurate locations. If motion is detected, the position is known to be inaccurate. This paper contains two algorithms for detecting motion using TDOA and FDOA measurements. The distribution for the two algorithms are derived for each hypothesis and performance is compared using simulation results.
