An overview of a reliable cross-link communication system using multiple low-Earth-orbit satellites is presented, covering the overall network concept, data packet routing, communication techniques including antenna subsystems, communication parameter tradeoffs, signal processing, and the overall radio design concept definition. The critical issue addressed is the maximum cross-link distance coverage obtained under stressed conditions by utilizing an optimal coding technique for a given prime power of the satellite.<>
