In this paper, a Low Earth Orbit satellite (LEO) network capacity model is proposed to value the influence of routing strategy and the difference between the intra-plan ISL and the inter-plan ISL on throughput capacity. The Analysis shows that for LEO constellation, Central routing algorithm presents superior traffic distribution ability in LEO network than distributed routing strategy. The performance of choosing a co-orbiting satellite is better than choosing a different-orbiting satellite when there are mutliple equal cost transmission paths. Simulation results prove that central routing algorithm combined with priority selection of satellites in the same orbital plane in LEO satellite network could reduce data packet loss rate, achieve optimization on network capacity.
