This paper manages to propose a risk assessment framework for fire accidents in the ship engine room. As it is well accepted that the risk assessment includes both probability and consequence, the kernel of the proposed framework is first to utilize the Bayesian network to obtain the failure probability, to introduce the Fire Dynamic Simulator to simulate the fire accident development and to derive the consequence of fire accidents, and to make comprehensive assessment by using as low as reasonably possible method. In order to demonstrate how to implement this framework in practice, some examples are also presented in this paper. For example, when introducing the Bayesian network to obtain the probability, the causation factors of fire accidents are analyzed and how to establish the conditional probability tables is also given. Moreover, a multi-layer structure is developed for the ship engine and it is useful for derivation of consequence. The future work is to apply this proposed framework for fire risk assessment.
