With the development of electric vehicle (EV) charging infrastructure, a novel charging facility characterized by mobility and modularity arises. In this paper, we propose a pricing and charger component deployment strategy for the charging operators, who hold both mobile and fixed charging facilities. We take into account the price elasticity, the impact of charger number, the EV user’s choice of charging station, and the competitive relationship with other operators. An algorithm based on particle swarm optimization is proposed to solve the optimal pricing and charger components distribution model for each operator, and then an evolutionary game is used to describe the process of competitively adjusting the operators’ strategies. Case study results verify the validity of the proposed model and method.
