In general, adverse weather causes serious train delays and even train cancellations for the high-speed railways. In practice, the dispatchers mainly adopt two dispatching measures when the adverse weather occurs, issuing a Temporary Speed Restriction (TSR) command and/or canceling some trains according to the severity of the warnings given by the disaster monitoring system. This paper proposes a rescheduling optimization model with consideration of TSR commands to assist the work of railway dispatchers. The model is a mixed-integer linear programming model with the objective of minimizing the delay of trains. The model considers several speed limitations that occur at different time periods over various cells. The effectiveness of this model is tested by an instance taken from Chinese railway line. The experimental results show that the a new train schedule with a good performance can be generated within a short computational time.
