LEO satellite communication systems and LEO satellite navigation systems are imperative in various fields. Therefore, a method to design hybrid LEO constellation for communication and strengthen the capability of navigation is proposed in this paper, which takes coverage capability and precession into consideration. Firstly, the methods of selection of constellation parameters, such as altitude, inclination, and number of satellites are proposed. Then, the coverage of polar and Walker constellation are analyzed. Finally, two constellations are simulated to validate the proposed methods. The hybrid LEO constellation designed can not only be used for communication and strengthen the capability of navigation, but also has a good compatibility. The results of simulation indicate that the proposed method is feasible and effective.
