As the typical load with thermal energy storage property, thermostatically controlled loads possess the potential to actively participate in load shedding control for power system. This paper takes air conditioning load as an example, proposing a recovery strategy for emergency control of thermostatically controlled load groups. Moreover, the emergency control strategy's probability model was established. Firstly, the single model and aggregation model of air conditioning loads were introduced respectively, basing on which the emergency control strategy was designed for thermostatically controlled loads. To avoid the aggregated power oscillations during load recovery process after load control, a recovery strategy was proposed. Then, The load control strategy's probability model was established to describe thermostatically controlled load groups' control characteristics. Lastly, the effectiveness of the proposed load group's recovery strategy and probability model were verified by simulation results.
