Cultivating large-scale network airlines and forming an international aviation hub airport group will be the key development tasks of China Civil Aviation. While ensuring the decisive role of the market in allocating resources, the government’s macro-control is an important support. As an important public resource for the development of civil aviation, the rational allocation of international traffic rights has become a powerful hand for the government. Based on the basic principles of the allocation of international air traffic rights resources, the comprehensive evaluation method of the allocation of international traffic rights resources is established by using the analytic hierarchy process (AHP) and the normalization method, taking into account the accessibility index of the air traffic rights network, the development index of the hub and the operation service quality index. The rationality and feasibility of the comprehensive evaluation method are proved by the example analysis.
