Periodic broadcasting is an effective method to save bandwidth in video-on-demand (VoD) services. This method periodically transmits the segment of popular videos on multiple server channels and requires the client to receive streams from these channels simultaneously. However, not all clients have sufficient reception bandwidth, which varies in different network environments. To solve this problem, reception bandwidth limited (RBL) schemes have been proposed. However, they cannot achieve both low client latency and computational complexity. To address this challenge, we propose a new RBL scheme called the new client-centric approach (NCCA). This scheme improves the structure of the traditional RBL scheme to achieve low complexity. Moreover, it employs an efficient scheduling method and a delayed playback strategy to reduce the latency. Experimental results show that NCCA achieves the lowest latency while maintaining acceptable complexity.
