The communication on the road between vehicles and road infrastructure allows the creation of a vehicular network. The growth of data traffic in modern vehicular network needs more bandwidth and less congestion. For QoS, 5G technology is a solution to implement in vehicular network. In this paper, 5G technology uses Licensed Shared Access (LSA) as a complementary tool to improve spectrum efficiency and meet the challenge of vehicular network with low latency, massive connectivity and huge capacity. To resolve the problem of network congestion, a new algorithm based on congestion game is used. Therefore, the proposed algorithm is a prediction done by each vehicle to reach the optimal route to access the optimal small cell.
