Universal Traffic Management Society of Japan (UTMS) has constructed a high-efficiency logistics system MOCS (mobile operation control system) using infrared beacons (thirty-thousand beacons are planned to be installed by 2001) that the National Police Agency has been introducing to the infrastructure of the ITS system. This paper outlines a field experiment carried out in Tokyo using the present systems, and also describes the results of demonstration tests, expected effects, and future tasks.
