Connected Vehicles (CVs) are already being deployed rapidly on the roads. As the number of CVs continues to increase, so does the variety of messages they generate. Transmitting these messages effectively requires a significant amount of channel resources. To regulate the utilization of channel resources, congestion controllers have been incorporated into the ETSI ITS network protocol stack. In this paper, we present a novel algorithm for message orchestration capable of handling different types of V2X messages. In our study, we have successfully implemented our solution within a simulation framework and conducted a comparative analysis with existing algorithms, including the Decentralized Congestion Controller (DCC) Access, supplemented with its Facilities layer addition. Our results demonstrate that in a merging scenario, our solution not only achieves improved merging outcomes but also a higher packet delivery ratio for merging vehicles. Given that this solution can be easily adapted to other use cases, we anticipate it to be a valuable approach for the current state of ETSI ITS based networks.
