VANET is a rapidly developing, promising, and emerging wireless communication technology. MANET (Mobile Ad-hoc Networks) is the basic structural elements for developing the VANET. Vehicular Ad-Hoc Networks are used to share safety-related information with other vehicles on the road and fixed infrastructure units like RSU (Road Side Unit). Vehicles can share traffic analysis information, authentication, and privacy-related information. Since VANET are operating in a wireless environment so it is more susceptible to the various kinds of attacks. There are several security concerns common to all types of Ad-Hoc networks. One solution to the various attacks are that registered IP addresses must be permitted to access the network and non-registered IP address devices must be prohibited to access the network. This could be recorded in the Access control list (ACL). ID number used in preparing the ACL will be the Vehicle's Licence number. TCA (Traffic Certification Authority) will issue the identity to the vehicles. TCA will allow the registered vehicle to travel. Special vehicles like emergency vehicles will be having a limited access that will be done by providing a particular IP by the ACL. This paper introduces a mechanism involving smart cards that users utilize for verification upon entering a network. Furthermore, it proposes a more secure and dependable communication algorithm for VANETs. The effectiveness of this algorithm has been validated through comparisons involving packet delivery ratio, handover delay, and packet loss ratio.
