Th author comments on the correspondence by L. Cai and H. Wang (see ibid., Nov. 1989 and Sept. 1990) which he considers to be misleading. Consequently it was miscataloged under "ECM and ECCM" in the International Cumulative Index on Radar Systems (1991) possibly due to confusion of its title with "ECCM Improvement Factor" which is included in the IEEE/ANSI Standard Radar Definitions. Although both the MTI improvement factor and the ECCM improvement factor measure improvements in radar performance, the EIF refers to improvements of radar performance in a hostile environment when various ECCMs are added to a radar. These ECCMs are numerous and can involve any portion of the radar that can affect received JIS ratio. The value of the EIF of many power related ECCMs can be readily determined through very simple equations. In view of a more recent paper by Cai and Wang (1992), the commenter encourages them to revisit the topic of improvement factor.<>
