This paper presents an Integrated Emergency Management System (IEMS) for hazardous materials (HM) transport, by introducing a theory of risk control and management. The proposed system is composed of three sub-systems including the Risk Monitoring Platform (RMP) for transport companies, the On-board Monitoring System (OMS) for vehicles and drivers, and the Emergency Response System (ERS) for the Emergency Response Coordination Center (ERCC). The system is developed in order to tackle the current issue of insufficient sharing of information among the three parties (i.e. transport companies, drivers and government). This proposed system makes it possible to reduce risk during HM transport and provides technical support for emergency response to HM accidents occurred on roadways.
