In the early stages of developing new standards, there are obstacles in formulating standard technical requirements due to a lack of information about stakeholder needs from different perspectives that may lead to formulated standards not being accepted by consensus. So it is important to know all the needs of stakeholders and seek a mutual agreement for each stakeholder. This study uses FACTS (framework for the analysis, comparison, and testing standards) in the development framework of standardization and testing requirements Battery Management System (BMS) for electric vehicles. There are three stages in the method of FACTS: analysis, comparison, and testing. FACTS approach is used to identify the needs of stakeholders on the technical requirements and provide a framework to define the testing required in the BMS. This approach provides additional information about formalism and structure, so the standards development can be applied to all stakeholders. FACTS approach is only used for the standardization process, especially in the drafting. The results of this study are the framework that can be used in the preparation of BMS standards so that BMS standards in Indonesia could be developed.
