The Multiple Runway Planner (MRP) is a tool that has been developed at Boeing for system effectiveness analysis of arrival sequencing, scheduling, and runway assignment. Given a set of arrivals, with pre-determined meter fix assignments and estimated times of arrival (ETA), the algorithm determines runway assignments and preferred sequences and schedules at the fixes and at the assigned runways. Separation constraints are imposed at all the fixes and, again, for wake vortex purposes, at the runways. The algorithm uses an optimization-based approach which can be configured to represent a variety of objective functions and levels of automation. In addition, the algorithm can be configured to emulate the Center TRACON Automation System (CTAS) Traffic Management Advisor (TMA) tool developed by NASA. The MRP is currently being used at Boeing, within the Trajectory Analysis and Modeling Environment (TAME) simulation environment, to represent arrival planning functions while the aircraft is still in the center airspace. The MRP model has also been used to conduct several analyses of arrival planning effectiveness using the model in a standalone environment. In this paper we will describe the MRP and demonstrate its usefulness as an analysis tool in this standalone setting by showing summary results from three analyses. The first analysis explores the relationship and balance between meter fix throughput and runway throughput. The results quantify the system effectiveness improvements that would result from developing dual meter fixes at selected corner-posts at the Houston Bush Intercontinental (IAH) airport.
