▪ First Come, First Served is a long standing tenet of ATC ▪ As NextGen is deployed new capabilities will be available ▪ Not all aircraft will be equipped to take advantage ▪ Equipment may be costly ▪ In these instances ▪ is ‘first-come, first served’ the most just policy? ▪ can ‘best capable, best served’ be used without affecting air traffic control quality of service? ▪ is it possible to provide multiple levels of service? ▪ is it fair to provide additional benefits to those who can afford to equip?
