This report describes an investigation into the effects of fluid viscosity and surface tension on free-surface vortex flows and presents the results of this study. Experiments were conducted in two different sized cylindrical tanks with adjustable vanes at the perimetry to allow varying degrees of initial circulation to be generated at the entrance to the test section. Different fluids were used to investigate the effects of viscosity and surface tension on the incipient conditions for vortex formation and vortex size and shape. The investigation demonstrated that: (1.) This type of flow is affected by viscosity and initial circulation, while surface tension, for the ranges tested, does not influence the flow; (2.) The coefficient of discharge is a function of the Reynolds and circulation numbers; and (3.) Regions in which an air core will form or will not form can be defined by the depth of flow, the orifice size, and the circulation and Reynolds numbers.
