A clutch according to the present invention comprises: cylindrical protrusion shafts mounted to rotate; at least one circlip surrounding an outer surface of the protrusion shaft in a radial direction of the protruding shaft and elastically coming into close contact with the outer surface of the protrusion shaft; and a rotating bushing having a cylindrical inner hole into which the circlip is inserted among the protruding shafts and having a protruding block interfering with the circlip to rotate integrally with the circlip, on its own axis. A vehicle cover plate driving device according to the present invention comprises: a clutch configured as described above; a driving motor for generating rotational force; a decelerating unit which reduces the rotational force of the driving motor and transmits the rotational force to the protrusion shaft to rotate the protrusion shaft; and an output gear which receives the rotational force from the rotating bushing to rotate the cover plate.
