An exclusive railway resource sharing system is disclosed. An embodiment of the present invention provides an exclusive railway resource sharing system comprising: vehicle-on-board control apparatuses included in a plurality of trains, respectively, each of the vehicle-on-board control apparatuses being configured to be able to communicate with another vehicle-on-board control apparatus; and a resource manager configured to record railway resource possession status information of the plurality of trains, provide railway resource possession status information to a vehicle-on-board control apparatus, generate a resource authority, and transfer the resource authority to the vehicle-on-board control apparatus, wherein a resource authority is configured to be possessed by a single vehicle-on-board control apparatus, and a vehicle-on-board control apparatus possessing the resource authority is configured to be able to occupy or release a railway resource corresponding to the resource authority and control the railway resource corresponding to the resource authority.
