A traffic management system uses a network of traffic detecting apparatus distributed through the traffic network, such as at each traffic light and detects Bluetooth transmissions from devices in passing vehicles, and sends capture messages back to a traffic network monitoring centre. The traffic network monitoring centre estimates travel times, excess delays and congestion. To increase capture data rates the traffic detecting apparatus are configured to detect the lower address part (LAP) of Bluetooth Device Address in received transmissions. The apparatus may also detect Wi-Fi device MAC addresses to further increase the capture rate.
