The device can generate one or more data structures that include a set of state values that include the set of average vehicle entry rates and a set of transition values. The device can determine a set of customer satisfaction rating values. The device can generate a prediction data structure that associates the set of state values with a set of traffic light cycle time values and one or more customer satisfaction rating values. The device can determine a current state value. The device can identify a state value and a traffic light cycle time value that is associated with a highest customer satisfaction rating. The device can provide the traffic light cycle time value to a traffic controller.
